Tax-cut fairness

Re “IRAs Become Focus of Tax Bill,” May 12
The tax cut on capital gains passes, and almost all of the benefit goes to the wealthiest among us. Republican leaders unctuously chide those who object to its fairness as engaging in class warfare.
So a working person who makes $70,000 is taxed at a higher rate on labor than an investor who makes the same amount without having to work for it. Is there any fundamental fairness to this? Perhaps I am just naive, but is this not a form of class warfare?
