Rhetoric About Budget Deficit

I write to suggest a tax formula that will anger almost everyone: Welfare recipients will complain; the wealthy will object. Congress will try to exempt itself.
I suggest that 1%, or 0.5%, be deducted from every check that the federal government issues. These deductions would include welfare payments, Medicare, Social Security, salaries and interest on government bonds that are owned by United States citizens.
The tax would, I believe, be equitable, calling for sacrifice from almost everyone. It would serve also, like one of Ross Perot’s graphs, to show us where the money goes.
