Here are some of the items the commission will consider Thursday.

ST. ANDREW’S ENVIRONMENTAL REPORT

The commission will consider an environmental report based on St.

Andrew’s original expansion proposal, at the church’s request, even

though the church has significantly revised its plans in terms of

square footage and building height. Planning staff members recommend

the commission consider the report and then postpone any decision

until the Nov. 18 meeting to enable church officials to prepare and

submit its latest revisions. Church officials haven’t yet submitted

their plans detailing the latest change in their proposal.

The latest plans call for an expansion of about 22,000 square feet

down from their original request of 36,000.

WHAT TO EXPECT

Commission members will consider the environmental report.

“We’ll go through and do the report based on the bigger plan,”

chairman Larry Tucker said. “It may be that it passes scrutiny even

at the bigger plan level -- that would not be out of the ordinary for

that to be the case. That does not mean that even though the

environmental document might be acceptable that the project will be

acceptable. The land-use compatibility [issue] is the elephant in the

room.”

GRANNY-UNIT ADJUSTMENT

The commission will consider changing the Santa Ana Heights

Specific Plan to give the planning director authority to approve

second units, known as granny units, instead of the Planning

Commission. The plan now allows these units within two residential

districts: equestrian and single-family.

The director has the authority over granny units for the rest of

the city. But the Santa Ana Heights Specific Plan gives that

authority to the commission. Planning staff members recommend making

Santa Ana Heights’ plan match the rest of the city.

WHAT TO EXPECT

The commission will probably adopt the change.
