Here are some of the issues the council will consider tonight.
DEVELOPER TRAFFIC FEES
The council will conduct its annual review of the fee developers
pay to offset traffic to their projects. These fees fund
transportation and circulation improvements necessitated by new
development and are required to comply with Measure M.
The council has reviewed the fee program every year since it was
first adopted in 1993.
WHAT TO EXPECT
Staff members and an ad hoc committee recommend continuing the
current fee of $177 per average daily trip to and from a development.
They also recommend that next year’s fee be adjusted to reflect
issues such as the completion of major freeway improvement projects.
FRANCHISE FEE
The council will consider a law changing the city code by adding a
solid waste-hauling franchise fee. In July, council members confirmed
their desire to put this fee in place. A franchise fee is a fee paid
to a city from a franchise operator for “rental” of the use of city
streets and rights-of-way. Revenue generated through this fee can be
used for any purpose.
Staff members are proposing a nonexclusive franchise fee, which
would allow trash haulers to set their own rates without any controls
by the city. This will preserve the free-market system and enable
comparing if waste-hauler rates in the city are lower or higher than
other communities with franchise fees, staff members say.
If the law is approved on its first reading Monday, a meeting will
be held with the waste haulers, and the council will consider a
resolution covering details such as the exact amount of the fee.
WHAT TO EXPECT
Staff members recommend approving the law because revenue from the
fee will help bridge the budgetary spending gap.
FAIRVIEW PARK CONSIDERATION
Councilwoman Libby Cowan will ask her colleagues to consider
referring three issues to the Parks and Recreation Commission about
Fairview Park: reconsideration of the installation of a lower parking
lot, licensing of model glider pilots and smoking restrictions.
WHAT TO EXPECT
Council members will consider Cowan’s request.
