Here are a few of the items the council discussed Monday:

INSIDE CITY HALL

CHANGE TO HOME RANCH DEVELOPMENT AGREEMENT

This was the second reading of an ordinance approved by the

council on Sept. 2 that determined that C. J. Segerstrom & Sons and

the city demonstrated good faith and compliance with the terms and

conditions of the Home Ranch agreement. Two changes were also

approved to the agreement that was originally adopted by the council

in December 2001. One deals with use of funds paid for circulation

improvements and the other addresses use of funds originally

designated for relocation and renovation of the Huscroft House.

WHAT HAPPENED

The council adopted the ordinance on a 4-0 vote with Mayor Gary

Monahan absent.

WHAT IT MEANS

The city can now use funds paid by the Segerstroms toward traffic

improvements required by the project beyond the general plan as

matching funds to receive grant funding for other circulation

improvements throughout the city. The $200,000 that the Segerstroms

were originally going to contribute for the relocation and renovation

of the Huscroft House will now be used for another public purpose

that both parties agree on.

TRANSPORTATION COMMITTEE REPORT

On May 21, 2001, the council approved the creation of the Downtown

and Eastside Transportation Ad Hoc Committee. Its purpose is to

assist city staff in developing transportation improvement

recommendations for Newport Boulevard, East 17th Street and Eastside

neighborhoods.

Monday was scheduled to be the last report from the group, but it

asked for an extension of four months with a final report to the

council by February, 2004.

WHAT HAPPENED

The council granted the extension 4-0 with Monahan absent.

WHAT IT MEANS

The committee has more time to come up with recommendations and to

hold a public workshop to get comments from other business owners and

residents.
