Readers React: What justifies lower liability insurance for immigrants?

To the editor: I am astounded to read that California now has legislation to provide low-cost auto insurance to the soon-to-be licensed noncitizen drivers now being processed. (“Licenses for migrant drivers means more will be insured -- in theory,” Jan. 2)
What is the logic of allowing these folks lower liability and damage limits than the rest of the driving public, when in fact they may pose more of a risk? This makes no sense to me.
Most of us prudently choose to pay for much higher limits, recognizing that the state minimum of $15,000 liability for death or injury is absurd. Yet somehow our legislators figured out that $10,000 is sufficient for this special class? This is insane.
