Redondo Beach leaders and a new developer are hoping to partner on a new $300-million project to revitalize the city’s aging waterfront. A revamp is decades overdue, say city leaders. But the developer, city leaders and residents are all treading carefully after the legacy of previous efforts to develop the area, which ignited bitter fights about the density, size and types of development in the area.
