California Gov. Gavin Newsom issued a statewide order setting new restrictions tied to regional strains on critical care services as COVID-19 cases continued to rise.

The rules strictly affected, among other things, outings, travel and in-person shopping.

They were designed to last for at least 21 days once local critical-care facilities approached capacity, a period that could extend into the new year in some places.
