It’s that time of year again: Open enrollment begins Nov. 1. And next year, Obamacare premiums in the state are spiking about 13%, which means some Californians are getting sticker shock from fast-rising monthly premium prices.
“It has turned into a catastrophic policy,†said Barry Levine, 55, who will soon be paying $517 per month.
