Federal Communications Commission Chairman Kevin J. Martin, a Republican, plans to depart Tuesday, when President-elect Barack Obama’s administration assumes power.

Martin, 42, said he would go to the Aspen Institute, a policy analysis group in Washington, after nearly four years as head of the independent agency that regulates telephone, broadcast and cable companies.

Obama has chosen Julius Genachowski, 46, former FCC chief counsel, to head the agency, a Democratic official said this week.
