Why not pot in Laguna Woods?

Re “Marijuana dispensary eludes O.C. retirees,” Feb. 16
I am a resident of Laguna Woods who witnessed the extreme pain and starvation of a neighbor who recently died of bladder cancer at age 66.
If her doctor had prescribed marijuana as a remedy for her horrible condition, I would wish that she could have had legal access to it, per the city’s pro-medical marijuana law.
Why doesn’t the city of Laguna Woods buy a property and rent it out to a medical marijuana dispensary?
