Masked demonstrators blocked a highway on the French Caribbean island of Guadeloupe, even as protest leaders weighed proposals by France’s president to quell unrest over wages on the island and nearby Martinique.
Only emergency vehicles headed to a nearby hospital were allowed to pass makeshift checkpoints of traffic cones and metal debris peeled away from highway barriers. Riots, arson attacks, gunfire and the death of an activist have rocked Guadeloupe this week.
