Plaudits for city audits

Re “Controller issues,†editorial, Nov. 12

I agree with The Times, which states that it is within the city controller’s purview to audit city programs regardless of whether they are managed by an elected official or an appointed general manager. Supreme Court Justice Louis D. Brandeis once said that “sunlight is said to be the best of disinfectants.†I believe Brandeis’ words are as relevant today as ever. The manner in which every single taxpayer dollar is spent should be able to withstand the light of day in the form of an audit by the city controller. During these difficult economic times, Angelenos must be able to trust that their hard-earned tax dollars are being spent efficiently, effectively and in their best interest.

While I believe our City Charter is clear in giving the city controller the authority to audit programs -- whether they are in an elected official’s office or not -- it is disappointing that we were unable to reach a consensus and place the matter before the voters, as some of us voted to do.
