Enclave offers ports for patrols

The breakaway enclave of Somaliland has offered the use of its ports for foreign naval patrols against Somali pirates.
The pirates have attacked dozens of ships in the Gulf of Aden this year, but generally prefer to strike near Yemen instead of close to Somaliland.
“Our coast is extremely long but we have kept our waters free of pirates,” said Abdillahi Duale, foreign minister for Somaliland, which declared itself independent in 1991.
Neighboring Puntland, also relatively autonomous, has not sought independence and is a major base for pirates.
