English funding hike becomes law
Democratic Gov. Janet Napolitano let a funding increase for the state’s instruction of students who are learning English become law without her signature, saying that the bill was flawed but that she wanted the state to avoid incurring costly fines threatened by a federal judge.
The Legislature approved the $40.6-million measure last week to pay for implementing a 2006 law that revamps English Language Learning programs.
The law was enacted because the state’s programs and their funding were ruled to be inadequate to satisfy federal mandates for equal opportunities in education.
