Boy, 10, found tied by hair; mother arrested

Police have arrested a 27-year-old woman after she tied her son’s hair to a stairway railing as punishment.
Balbir Kaur was arrested Tuesday night after police found her son, 10, tied to the railing. The boy had been screaming and could not come to the door when officers arrived, police spokesman Rex Osborn said. Officers had to cut the boy’s 20-inch hair to free him. He and a sibling were taken into protective custody.
Kaur was booked on one count of felony child endangerment and freed on $50,000 bail. She is due in court Monday.
