Many Waiting to Return After Northeast Flooding

Some residents of towns flooded by the Delaware River struggled to clean up debris and waterlogged possessions, but many others in Trenton and elsewhere were still waiting to return to their homes.
At least 20 deaths in Pennsylvania, Maryland, New York and Virginia were blamed on the deluge. Representatives of the Federal Emergency Management Agency were touring the state to assess the damage.
