Rodney Coronado, 39, of Tucson, a convicted arsonist and leader in the radical Earth Liberation Front, was indicted Wednesday for allegedly giving a speech urging people to commit arson and telling them how to build an incendiary device.
Coronado’s speech on Aug. 1, 2003, came one day after a condominium complex under construction in San Diego was destroyed in a fire and an Earth Liberation Front banner was left at the site.
No one has been charged in the fire, but the investigation is continuing, prosecutors said.
Coronado served a prison sentence for the 1992 arson fire at the animal research center at Michigan State University.
