Water Cut Off to Towns on Tainted River

China cut off water to 10,000 people in small communities along the tainted Songhua River, even though it declared the water safe to drink again in the major city of Harbin, China Central Television said.
A chemical spill was winding down the river after a Nov. 13 factory explosion. In Russia, officials were bracing for the arrival of the 50-mile stretch of cancer-causing benzene and other chemicals.
