Re “Illegal Taxis Keep On Rolling,” Nov. 22: The primary responsibility of government is to provide health and safety. The Department of Transportation and Los Angeles County and city, as well as the L.A. Police Department, are derelict in enforcing the law for cabdrivers and customers. Your story will sadly not help. I drove a hack. I know.
