Foster Care Agency’s Supervision Scrutinized

An infant was beaten to death in his foster home this week, and an investigation of state documents showed that the agency that monitored the baby’s home had a history of violations in homes it certified.
Koinonia Foster Homes is a state-licensed nonprofit agency that contracts with the county to care for 258 children -- nearly 40% of all Kern County children placed in private foster care.
Four-month-old Eduardo Calzada died from what police described as blows to the head. Police were investigating the child’s death, but had not made any arrests.
