President Bush used a procedural maneuver to install a new chief of the Federal Trade Commission, sidestepping opposition from some Senate Democrats.

The White House named antitrust lawyer Deborah Majoras the new chairwoman of the FTC in a “recess appointment†made during lawmakers’ summer break. Bush named Jon Liebowitz to fill another vacancy at the five-member FTC, breaking a deadlock that had kept both nominees from being confirmed.
