Panel Rules on Gifts From Public Contractors

Public officials cannot accept expensive gifts from public employees or contractors, the state Ethics Commission advised in response to questions about the conduct of Gov. John G. Rowland. The panel said the advisory opinion was needed to clarify the law but said it would omit specific references to Rowland.
Rowland is under investigation for accepting home- improvement gifts and lying about it. Rowland has denied providing any favors in return.
