Envoy to Cuba Recalled in Dispute Over Exiles

Panama recalled its ambassador from Cuba after Havana threatened to break off relations in a dispute over four anti-Castro Cuban exiles.
Cuba had said it would cut diplomatic ties if Panama pardoned the four, whom Cuba accused of plotting to kill President Fidel Castro during a summit in Panama four years ago.
The four were convicted of endangering public safety and sentenced in April to prison terms of seven to eight years.
