After paper ballots are printed, candidates cannot officially withdraw from an election race. So any votes cast for a candidate whose name is on the ballot will be counted, even if the candidate has announced that he or she is dropping out. And once a voter has sent in an absentee ballot, there is no way to cancel it and vote again.
