The second-largest rebel group in Colombia said it was holding seven tourists kidnapped this month. The National Liberation Army, or ELN, made no demands but said it was open to negotiations.

The military has said it would launch a rescue if the hostages were located. The four Israelis, two Britons, a German and a Spaniard were abducted Sept. 12 from ruins in the Sierra Nevada. Briton Matthew Scott escaped.
