Capital Could Lead Off Presidential Primaries

Mayor Anthony Williams signed legislation that could give the capital the nation’s first presidential primary.
The measure would move the D.C. primary to Jan. 13, two weeks before the tentatively scheduled New Hampshire primary and a week before Iowa’s party caucuses.
Williams said putting Washington’s primary first would draw attention to its lack of full congressional voting rights.
The Democratic National Committee, which guaranteed Iowa and New Hampshire the first two spots, has threatened action if the district acts.
