Re “Missile Defense Waiver Sought,” Feb. 24: The Bush administration is missing an opportunity. Rather than exempt its missile defense system from operational testing, why not set it up in South Korea or Japan and wait for North Korea to test-fire more missiles, then blow them out of the sky? That would provide a significant real-world test and also send a message to Kim Jong Il. Of course, if the damn thing doesn’t work, it might send the wrong message.
