U.N. Seen as Last Resort for Nuclear Crisis Talks

South Korea said it opposed taking the North Korea nuclear dispute to the U.N. Security Council any time soon, and urged Washington to first exhaust diplomatic efforts to bring Pyongyang to negotiations outside the United Nations.
U.S. Undersecretary of State John R. Bolton met with South Korean Foreign Minister Yoon Young Kwan amid signs that efforts to engage the North in talks were stalling. A Foreign Ministry official said that the two allies agreed that the matter should go to the council but that the South wanted to wait.
