United Nations relief workers have begun setting up makeshift camps near Jordan’s eastern border to accommodate refugees expected to cross over from Iraq if the U.S. leads a war against Baghdad, officials and diplomats said Thursday.

Border officials and relief workers said infrastructure was being set up for thousands of tents.

Jordanian Prime Minister Ali abu Ragheb said his government had talked with the Office of the U.N. High Commissioner for Refugees about running the camps. But he stressed that the two camps envisaged would not pave the way for a large-scale influx of Iraqi refugees.
