New Prime Minister for Chechnya Named

Moscow appointed a new prime minister for Chechnya, choosing the former chief of the state firm responsible for rebuilding after war damage in the breakaway republic. Anatoly Popov replaces Mikhail Babich, who resigned after a dispute with his superior, Akhmad Kadyrov, the chief of the Moscow-backed administration.

The switch comes as Moscow prepares for a March 23 constitutional referendum in Chechnya, designed to pave the way for elections. But rebels continue attacks on federal troops and pro-Moscow Chechen officials.
