City Dress Code
The City Council in Tecate, Mexico, enacted a law prohibiting cross-dressing, in part to prevent the spread of AIDS (“Baja City Can’t Skirt This Issue,†Nov. 26). Oh, I see. The AIDS virus is transmitted through unprotected sex, needle sharing and men wearing dresses.
