Davis Names Appellate, Superior Court Judges

Gov. Gray Davis announced Monday the promotion of an Orange County Superior Court judge to the state Court of Appeal and the appointments of three new judges to the Superior Court.
Judge Richard D. Fybel, 55, of Newport Beach, who has been serving at the North Justice Center in Fullerton since last year, was named an associate justice of the Court of Appeal in Orange County.
Senior Assistant Dist. Atty. Claudia Silbar, 43, of Costa Mesa, Assistant Dist. Atty. Carolyn Kirkwood, 50, of Santa Ana and private attorney Peter J. Polos, 36, of Corona del Mar were named judges of the Orange County Superior Court.
