Winning a Mandate

A letter writer (April 9) seems to feel Bill Clinton did not have a mandate to rule as a result of the 1992 election. Clinton got 43.3% of the votes, George Bush got 37.7% and Ross Perot got 19%. No, Clinton did not get a mandate, but how do we describe the miserable showing by Bush? Not even the Supreme Court could have helped him. Perot seemed to be the real winner--showing the public’s disgust with politics in general.
