North Agrees to Military Talks

North and South Korea agreed to open a military dialogue to ease tension on the divided peninsula. The North also admitted its severe food shortages, and the South agreed to loans of grain to the Communist state. The agreement on a military dialogue came in an extra day of talks between high-level officials in the North’s capital, Pyongyang. A South Korean delegation traveled to North Korea on Tuesday for three days of talks as a follow-up to a summit of their leaders in June. The two sides extended the talks after failing Thursday to reach a broad accord on a military cooperation. The next round of talks is set for Sept. 27-30.
