* AT&T; Corp. charged that Bell Atlantic is illegally steering its New York local phone customers to its own long-distance service and not informing them about competing providers. AT&T; asked the Federal Communications Commission to review its rules on how local phone companies that get into the long-distance business can market their services. Bell Atlantic said it is fully complying with FCC rules.
