Anyone who wants to learn the ins and outs of the Police Department may apply for its third Citizens Academy. The free 12-week course covers the history of the department, investigations, traffic enforcement, gangs, narcotics, crime prevention and more. The academy is limited to 25 people. Academy classes, which are taught by department personnel, will be from 6 to 9:30 p.m. Wednesdays beginning Sept. 6. Applications must be received by Aug. 4. Information: Sgt.
