* Tootsie Roll Industries Inc. said it has acquired Andes Candies Inc. from Brach’s Confections Inc. for an undisclosed price. As part of the transaction, Tootsie Roll acquired the Andes’ manufacturing facility in Delavan, Wis., where it said it expects to continue to make the chocolate mint candies. Chicago-based Tootsie Roll had sales of more than $396 million last year. Andes had 1999 sales of $34 million.
