No Census Form

It’s great that the 2000 Census is dedicated to enumerating the homeless (March 25), but what about those of us who have lived our whole lives in California and cannot get a census form?
We received the postcard announcing that we would be receiving the form. We’ve lived at our present address for almost five years. We’ve made three calls to the number on the postcard, but as yet, no form. With the federales, some things never change.
