Two community groups say they will appeal the City Council-approved Treasure Island development to the California Coastal Commission.

Representatives of the South Laguna Civic Assn. and Village Laguna said they will take the action despite last-minute environmental negotiations between the developer and the groups.

The Phoenix-based Athens Group secured approval from the City Council last month to develop a resort in South Laguna. Athens had approached the community groups Feb. 20, proposing to remove a single-family home from the plan if the project was not appealed, said Marion K. Jacobs of the South Laguna Civic Assn.

But the groups made additional demands to the developer--lower the height of the condominiums, construct a system to treat runoff on a year-round basis and pay for attorney’s fees to complete the agreement.

The groups decided to appeal the project to the Coastal Commission when the developer did not respond to their offer, Jacobs said.
