* We have had animal control officers visit every house in the neighborhood to check on whether dogs owned by these households have licenses. Since notices go out in the mail, why is it necessary to spend that money on personal visits?

Could we not spend the money on having people check on whether the drivers in the households have insurance or, for that matter, valid licenses? I am aware that these are different departments, but surely the funds could be allocated differently on a higher level.
