Things may have been rocky among them in the past, but City Council members said this week that tensions have hit an all-time high. Issues related to City Manager Arthur C. Simonian have sharply divided the council and hampered members’ ability to work together, they said.
In the past month, the council’s division has hampered its ability to come to a consensus on even regular city business--something as routine as paying the city’s bills.
