The number of groups signed up for the annual Sand Castle Festival Sept. 9 has doubled from last year’s 16 teams to 32. The Chamber and Business Assn. expects the number of spectators to double also, predicting 30,000 people at the event next to the pier. The chamber is still accepting group applications.
