* Hot Rhythms--Ventura East Rotary will present its second annual Salsa Music Festival on Aug. 26 at Lake Casitas near Ojai. The music bill: La Palabra, Bobby Matos Afro-Latin Jazz Ensemble, Charanga Cubana and Son Mayor. Also on tap: free boat rides, dance lessons and contests and children’s activities. * Beach Party--The California Beach Festival will return to Ventura’s Beachfront Promenade on Aug. 26 and 27. * Bike Racing--The third annual Ventura Cycling Classic will be held Aug. 27 on the streets of downtown Ventura. The race will serve as the Southern California/Nevada State Criterium Championships, with proceeds benefiting Ventura Youth Employment Services and other youth activities.
