The City Council on Tuesday will consider a General Plan amendment and zoning change to allow the development of 49 homes at Capistrano by the Sea. The Planning Commission approved the changes earlier this month for the 25-acre site. The council meets at 6:30 p.m. in chambers, 33282 Golden Lantern. Information: (949) 248-9890.
