A new police captain is heading the ranks of the Police Department, leaving a vacant spot in the detective sergeant position.
Todd Mattern, 34, has been working in law enforcement since 1984 and became a Los Alamitos police officer in 1986.
He was assigned to the position of detective bureau supervisor in 1996 where he served until his recent promotion.
Mattern grew up in Cypress and currently lives in Anaheim with his wife and two children.
