Utility Fined for Large S.F. Blackout

SAN FRANCISCO — Pacific Gas & Electric Co. will pay $440,000 to operators of an electric grid system to settle charges connected with the massive power failure that blacked out San Francisco Dec. 8.
The board of the quasi-public Independent System Operator approved the settlement on Thursday.
The money will go to the operator’s budget and will help fund studies to devise improvements to the high-voltage system serving the San Francisco area and San Diego, which have with transmission problems.
As an interim measure, PG & E has agreed to make improvements in employee training, equipment maintenance and operating procedures suggested by the operator.
