A plan to build homes on the site of the former Shore Shop on Seal Beach Boulevard won Coastal Commission approval recently, according to City Manager Keith Till. While the commission normally prefers to encourage businesses that serve the public in developed coastal areas, the property owners pointed to economic studies showing that a business is no longer economically viable in that location, Till said. The project of eight single-family homes, called Anaheim Bay Villas, was approved by the City Council in December with support from most of its residential neighbors.
