China has approved North Korea’s request to open a consulate in Hong Kong, ending a 50-year policy that blocked the hard-line Communist nation and most of its nationals from the territory. A senior Hong Kong police official said he had grave concerns about the North Korean presence there. Police sources said North Korean diplomats in Macao, a neighboring Portuguese-administered territory, have used that city for years as a base for money laundering, gunrunning, terrorist activities and narcotics trafficking.
