City Council members on Tuesday unanimously opposed a resolution to support Irvine’s bid to annex the El Toro Marine base. Irvine opposes the development of an airport at El Toro and has instead endorsed the Millennium Plan, which would replace the base with housing, shopping and recreational facilities. Stanton supports the El Toro airport plan. Councilman Brian Donahue was absent from Tuesday’s meeting.
